These results are the second to be published as part of the National Assessment Program (NAP), which includes a cyclical three-yearly program of sample assessments of student outcomes in three critical learning areas — science; civics and citizenship; and information and communications technology. These assessments are in addition to the annual literacy and numeracy assessments conducted since 1999. The first report to be published was the 2003 National Year 6 Science Assessment Report.
The National Civics and Citizenship Sample Assessment was conducted in October 2004. 10,712 Year 6 students from 318 schools and 9,536 Year 10 students from 249 schools participated in the assessment, which measured the civic knowledge and understanding, the citizenship participation skills and civic values of students. The participating students were from both government and non-government schools.
