Note for readers This report is one of a number of reports commissioned by MCEETYA's Performance Measurement and Reporting Taskforce (PMRT) or its predecessor the National Education Performance Monitoring Taskforce (NEPMT).
The purpose for publishing these reports on-line is to help explain decisions that shaping the way school outcomes are being measured and reported. The publication of the reports will assist in informing the education community and public at large about the thinking behind key MCEETYA decisions on performance measures since the endorsement in 1999 of the National Goals for Schooling in the Twenty-First Century. Other reports will be of direct use to those involved in researching and debating the issues and implementing Ministers' decisions.
It should be noted that commissioned research reports assisted in the process of formulating recommendations to Ministers but may not necessarily reflect the final agreed decisions.
This particular report was commissioned by the NEPMT to investigate and identify curricula and assessment procedures and to develop draft key performance measures in the area of civics and citizenship education, which is one of the priority areas identified by Ministers in 1999 for the development of key performance measures.
