Performance Measurement and Reporting Taskforce
Established July 2001 at the twelfth MCEETYA meeting
Terms of referenceThe MCEETYA Taskforce on Performance Measurement and Reporting is to report to each meeting of the Ministerial Council on approaches to reporting on activities and outcomes by schooling systems. These approaches will support the achievement of and enable reporting on the National Goals for Schooling. In particular the Taskforce will provide advice on: - The development of a small and strategic number of measures for the national reporting of comparable education outcomes recognising the work program outlined in the report to the twelfth MCEETYA meeting from the National Education Performance Monitoring Taskforce
- The development and maintenance of key performance measures as the basis for national reporting in the agreed areas
- Areas where it may be appropriate to establish national targets or benchmarks, in relation to the agreed key performance measures, which assist State and school level planning and reporting for improvement with a particular emphasis on the need to measure those elements that are crucial to increasing year 12 (or equivalent) completion
- The maintenance of the National Schools Statistics Collection including the presentation, publication and dissemination of statistical data collected as part of the collection to meet the needs of stakeholders and decision makers
- Generating data relating to resourcing of schools to meet agreed requirements for national reporting
- Consistent approaches in reporting to COAG, MCVTE and MCEETYA
- Improved public reporting on student learning outcomes.
The Taskforce will work collaboratively with the Taskforce on Schools Resourcing. The Taskforce will be ongoing, subject to annual review of its Terms of Reference by MCEETYA. Timeframe and reporting arrangementsTo report to MCEETYA at least once a year. All publications arising from PMRT activity are published according to the Protocols for Publishing PMRT Documents. Measurement Framework Part of the reporting arrangements to MCEETYA is the presentation annually of an update of A Measurement Framework for National Key Performance Measures. The latest (2007) Framework endorsed by MCEETYA is available here. In respect of student performance measurement, most current activity is focusing on key performance measures associated with the following: The student outcomes data collected on the Key Performance Measures is reported annually in the National Report on Schooling in Australia. The collection and reporting of this data is done in accordance with the Publication Procedures for the Annual National Report on Schooling in Australia (pdf format). Australia also participates in a number of international studies of student achievement. A paper on the benefits of international studies, as well as a paper on the benefits of participating in national assessments (pdf format) have been prepared by the PMRT. A brochure provides information to parents and communities on assessing student performance (2007 version – pdf format). Collection of Information on Student Background Characteristics To enable nationally consistent reporting of student outcomes by student characteristics, MCEETYA has endorsed common definitions of the sex, Indigenous status, socioeconomic background and language background of students. The Data Implementation Manual has been developed to assist schools and school systems to implement the changes required to enrolment forms (and associated collection and reporting processes) to enable comparable reporting to take place.MembershipRepresentatives from each State/Territory, the Australian Government, the National Catholic Education Commission (NCEC) , the Independent Schools Council of Australia (ISCA) and New Zealand.ChairMs Rachel Hunter Director-General, Department of Education, Training and the Arts
