Partnership and Outreach Education Models (POEMs)

Regional networks will ensure broad cross sectoral partnerships involving the education, community and business sectors are instrumental in building education and training pathways for young people unable to participate in mainstream education.

POEMS will be developed where:

  • Education and training services are delivered in settings where young people gather and are comfortable
  • Local partnerships involving youth and community agencies, schools, training providers and local employers are essential
  • Education and training approaches are developed and delivered in consultation with young people
  • Foundation and employability skills are a primary focus

Young people at risk or disconnected have:

  • opportunities to develop their understanding of work culture.
  • Vocation experiences in supportive and well supervised work settings
  • Opportunities to participate in SWL, obtain employability competence in IT use.

Target group: Young people who are disconnected from mainstream education and training

Transition Support Networks

Regional networks will, through Transition Support Networks develop approaches to career and transition support which will provide assistance to young people and their families. It will be driven by local partnerships and will allow regional networks to respond collaboratively to the needs of young people and the local community.

The project aims to support transition support networks to:

  • Set their own locally relevant objectives within the agreed Career and Transition Management Framework
  • Design their own advisory and planning structures and local action structures
  • Pool local, state and CW bodies to support local initiatives
  • Support 13-19 year olds, especially young people who are disconnected from schools or are at risk of leaving school early, by strengthening their abilities to make successful transitions to post school options.

Target group: 13 -19 year olds, especially those who are at risk or disconnected

TAFE Programs for Indigenous Youth

Accredited programs delivered for Indigenous young people in areas of high demand for Indigenous communities.

Target group: Early school leavers and young CDEP participants

Coverage: State wide

Timeframe: Up to 3 years

Regional Training Program

Regional Organisations eg Regional development Boards, Local government etc enter into formal funding arrangements with the Minister for Employment and Training and are contracted to engage registered training providers to deliver accredited training as part of a negotiated regional package directly linked to local training priorities, identified regional skill shortages and employment opportunities identified in the State VET plan

Target group: Unemployed persons. (Note: At least 75% of the negotiated hours are notionally for school leavers)

Coverage: 16 regions of the State

Pre-apprentice Trade Training Program

Funds support the delivery of training and placement of young people aged between 16 and 24 into apprenticeships

Target group: School leavers

Provides funds for additional training infrastructure for indigenous Australians

Aboriginal Apprenticeship Program

The program supports the delivery of 60 Aboriginal apprenticeships across South Australia. The apprenticeships are targeted to private sector enterprises in growth industries. Companies employing apprentices are funded on a sliding scale

Target group: Aboriginal people who have achieved year 10

Coverage: State wide

Community Employment Assistance Program

The program provides opportunities for jobseekers who are disadvantaged in their search for employment to acquire skills, experience and support necessary to find employment. The target group includes:

  • Long term unemployed young people.
  • Indigenous
  • Mature aged
  • Migrants
  • People with a disability
  • People who are rurally isolated
  • Families experiencing intergenerational unemployment

The program provides financial incentives to employers to employ jobseekers. Long term unemployed young people are one of the groups targeted by this program.

Government Youth Traineeship Scheme

The scheme is an accredited National Training Wage placement for 12 months in the public sector and in the community and private sectors in industry growth areas.

An additional incentive is available to agencies / organisations who place young people who:

  • Are deemed long term unemployed
  • Are of Aboriginal or Torres Strait Islander descent
  • Have a declared disability
  • Are currently or have previously been under the Guardianship of the Minister for Human Services.

Target group: Young people aged 17-24 years inclusive. Young people from targeted groups aged 17-28 years

Timeframe: Intake concludes 30th June 2002

Job Readiness Training Course

Short pre-vocational courses focussing on resume writing and interview skills for Government Youth Traineeship Scheme applicants from targeted groups who are deemed ineligible for New Apprenticeship Access Program.

The targeted groups include young people who:

  • Are deemed long term unemployed
  • Are of Aboriginal or Torres Strait Islander descent
  • Have a declared disability
  • Are currently or have previously been under the Guardianship of the Minister for Human Services

Target group: Young people aged 17-28 years

Coverage: State wide

Timeframe: Concludes 30th June 2002

Youth Employment Program

The program annually provides numerous traineeships and graduate positions for young people. The young people recruited are supported through induction and mentoring programs, with supervisors being trained on the specific needs of working with youth.

Target group: Young people aged under 29 for the broader program, under 24 for specific elements including traineeships

Coverage: State wide, including traineeships in regional National Parks

Timeframe: Ongoing
